To All Hidden Springs Ranch
Homeowners:
As many of you are aware by
a previous email sent from homeowners Jim & Dawn Scarpulla,
Hidden Springs Ranch Phase II development has been finalized, and construction
is beginning immediately to create the roads. Phase II is located at the end of
Shane Dr.
off of Broken Lance Rd.
that includes the fields around the softball diamonds and borders the Brown Karhan property and private ranch land behind all that.
At the moment, because
there is another approved access, all construction traffic must use the main
entrance to HSR on Broken Lance, entering Phase II
from Shane Dr.
The HSR HOA Board of
Directors has been in contact with the city planning office to discuss
construction traffic access possibilities that will be safer for our community.
Although the city has approved construction to begin immediately, we have been
informed of a “gentleman’s agreement” between the city and
Phase II developers that they will not begin construction until after the
December city planning meeting. Although nothing has been decided yet, TXDOT and private land owners adjacent to the Phase II
project have been contacted for construction access to Phase II. As of this
evening, the latest update is that TXDOT is in
agreement to approve an alternate access to Phase II via the easement off HWY
290 just to the left of the Hill Country Tree Services property. The land owner
of this leased property must agree to the closing of his two driveways on HWY
290 and approve a temporary driveway to be created off the proposed easement.
Once he agrees to this, the city council will vote on this proposal at their
next meeting.
On Tuesday, December 12th
at 7pm, the next meeting will be held, and it is a
public meeting at Dripping
Springs City
Hall, where this matter will be open for
discussion. Jon Thompson, City Planner, has advised us to show up in force as a
display of support for our views on safety and other issues we will have as an HOA regarding Phase II construction. It is here that we
want to present a petition signed by Hidden Springs Ranch homeowners stating
our concern for alternative construction access to be approved. HSR HOA Board of Directors agrees
with the idea of presenting a petition, and urges all HSR
homeowners to attend this meeting to hear the facts around Phase II
construction, discuss opinions and show support for alternatives to the use of
the main entrance to HSR for all Phase II
construction traffic. This is a meeting where we will obtain a greater
knowledge base about Phase II development which will be going on for the next
few years, and that knowledge will help us in future actions as an HOA. A notice about the meeting along with a petition will
be posted on the community bulletin board. In addition, Jim Scarpulla
will be canvassing the neighborhood seeking signatures.
As we look forward to this
meeting and the ongoing development of Phase II, please keep in mind that
Hidden Springs Ranch will be faced with the decision to annex Hidden Springs
Ranch Phase II, adopting our bylaws and paying dues into our association. The HOA Board of Directors has met with the development group
for Phase II about annexation, and will be presenting annexation of Phase II as
a vote by all HSR homeowners. The impact of 52
additional lots on our amenities and HOA budget will
require much thought for all homeowners.
These issues and many more
will be worked out in our monthly HOA Board of
Directors meetings. So be on the lookout for regular updates from the HOA Board of Directors via email, US mail, the HOA website and on the community bulletin board. It is our
wish to keep all homeowners updated on the facts surrounding this and all
issues pertaining to HSR, so if you have any

In addition, when items
come up for HSR to vote on, we will use email as our
primary source of communication to homeowners, and will mail only to those we
do not have email addresses for. We feel this is the quickest way to get
updates to you, as well as to obtain votes on important issues. Because of
this, please direct all HSR HOA
matters through the HOA Board of Directors using the
contact info provided rather than send email directly to all homeowners. This
will keep repetition of information to a minimum, and will keep HOA emails succinct and collective of all information
available.
